Tier 1 General (Highly Skilled Migrants)

A points based category for Highly Skilled Migrants was first introduced on 28th January 2002 as the Highly Skilled Migrants Programme (HSMP) with the aim of enabling skilled individuals to come to the UK (or remain) to seek and take work without the need for a work permit or other employer sponsored form of employment.
This scheme was revised significantly on 7th November 2006 with the main changes being:
- An increase in the number of points required to qualify;
- The introduction of a mandatory English language requirement;
- A decrease in the number of scoring categories; and
- The removal of applications specifically for under and over 28 year olds.
In February 2008 the scheme was changed again and incorporated under Tier 1 of the new Points Based System. Essentially the method of scoring is very similar, however, there are some major changes namely:
- The introduction of a ‘maintenance requirement’ whereby the candidate must show they have adequate funds to support themselves in the UK;
- Changes to the documents accepted to show evidence of Points Claim;
- All applications submitted outside of the UK must be made directly to the relevant British consular office in their country of residence.
